Our Story
Founded in 1976 by two visionary women, Women and Children’s Horizons is the oldest incorporated shelter and services provider for victims of domestic violence and sexual assault in Wisconsin. Recognizing the urgent need for resources, Joann Rattan and Carol Merrick established a 24-hour crisis line, leading to the opening of the first emergency shelter in March 1977. Over the years, WCH has expanded its services to include legal advocacy, transitional living programs, and support for underserved populations, serving over 5,000 individuals annually.
