Our Story
Founded in 1989, the Winnebago Area Literacy Council (WALC) emerged from the efforts of the Altrusa Club of Oshkosh and the Oshkosh Area Public Library. Initially known as the Winnebago County Literacy Council, the organization was established to address the pressing need for literacy improvement among residents. Over the years, WALC has evolved to support refugees in learning English, providing vocational literacy training, and offering one-on-one tutoring—all at no cost to participants. In 2018, the organization rebranded to better reflect its mission and broaden its reach. With the opening of the WALC Learning Center in 2024, more space is now available for classrooms and tutoring, allowing WALC to serve an even larger segment of the community.
