Transforming Health Care Through Community Engagement
In mid-2005, a group of progressive thinkers recognized a growing disengagement from the political process regarding health care in America. This realization sparked the formation of We Can Do Better, a nonprofit organization dedicated to creating a new space for civic engagement that transcends political parties and legislation. The mission is clear: to ensure that every American has access to affordable, quality health care.
As health care costs continue to rise, many Americans find themselves at risk of losing access to essential services. The challenge is not just about health care; it’s about the health of communities. The organization began by examining the patchwork of federal, state, and local programs that deliver health care services, identifying the need for a comprehensive solution that prioritizes health over politics.
In January 2006, the founder, former Oregon governor John Kitzhaber, MD, emphasized the importance of collective action, stating, "The problems we face are about us. And they cannot be solved unless we do it together." This philosophy guided the organization as it launched an interactive website and held community meetings across Oregon, gathering input from over 3,000 participants to refine a set of fifteen shared principles for health care reform.
By working from the ground up, We Can Do Better successfully influenced policy makers to draft legislation that reflects the community's vision. Notably, fourteen of the principles developed by Oregonians were included in SB 329, which passed in 2007. The organization also endorsed the Triple Aim, a framework aimed at improving health outcomes, reducing costs, and enhancing the experience of care.
In 2009, the Oregon Legislature established the Oregon Health Authority and the Oregon Health Policy Board, both of which adopted the Triple Aim as a guiding principle. This achievement underscores the impact of grassroots advocacy and community engagement in shaping health policy.
Despite these successes, the work is far from over. With the passage of the Patient Protection and Affordable Care Act in 2010, the need for community engagement has become even more critical. We Can Do Better continues to hold conferences and workshops, empowering citizens to engage effectively in health reform discussions.
