Founded in the early 1980s by Luz Maria and Antonio Ayala, TODEC Legal Center has been a beacon of hope for immigrants in Perris, California. After witnessing the injustices faced by their community, the Ayala family dedicated themselves to creating a supportive environment for recent immigrants. TODEC was established to provide essential services such as English language classes, citizenship assistance, and community organizing. Over the years, TODEC has evolved into a vital hub for immigrant integration, advocating for the rights and needs of the community.

Impacting Lives Through Advocacy and Support

TODEC has positively impacted over half a million individuals through its comprehensive Immigrant Integration programs. The organization played a crucial role in defeating California's Anti-Immigrant Proposition 187 and has successfully advocated for fair legislative maps through the California Citizens Independent Redistricting Commission. TODEC has also led significant campaigns for immigration reform, collecting over a million letters and delivering them to Congress. With a commitment to empowering the community, TODEC has supported more than 20,000 DREAMers in securing DACA status and has helped over 300,000 residents become documented U.S. citizens.
