Our Story

Tip of Texas Family Outreach (TOTFO) was founded in 1987 by Mrs. Gloria Hughes, a dedicated nurse and member of the Cameron County Child Welfare Board. Her vision to prevent child abuse in the community led to the establishment of this vital organization. Since opening its doors in March 1989, TOTFO has provided compassionate and confidential services to families in Brownsville and surrounding areas. Over the years, the organization has evolved from a small, rent-free home to a recognized nonprofit with its own dedicated facility, offering a wide range of services including home-based support, free counseling, summer camps, and parenting classes. In response to the pandemic, TOTFO adapted by implementing virtual services, allowing for greater outreach and impact.
