Our Story

The Teen And Police Service Academy (TAPS) was founded in 2011 by the late Chief Brian Lumpkin and Criminologist, Dr. Everette Penn. This innovative program aims to foster a trusting relationship between teens and law enforcement in Houston and has expanded to over 30 schools nationwide.

Impact

Since its inception, TAPS Academy has positively impacted over 16,134 youth and 7,143 officers, providing 9,165 service learning hours. The program has notably improved perceptions of police among participating youth, especially within Hispanic/Latino and male demographics.
