Our Story
In the late 1930s, Spartanburg faced the challenges of the Great Depression, prompting city leaders to address the dire need for decent housing. On October 2, 1939, a commitment of $800,000 was made to create affordable housing, leading to the groundbreaking of Tobe Hartwell Courts on September 10, 1940. This initiative marked the beginning of a transformative journey towards better living conditions for low-income residents.
