Our Story

The Progressive Life Center, founded in 1983 by Dr. Frederick Phillips, began with a mission to support child welfare and family development. Starting with just one program and a small team, PLC has grown into a vital resource for community-based mental health services, particularly for adjudicated African American youth and their families in Washington, DC. Today, PLC operates across multiple states, including Maryland, Pennsylvania, and Delaware, employing nearly 100 dedicated staff members.
