The Philadelphia Anti-Drug/Anti-Violence Network (PAAN) was founded in 1985 by James Mills, appointed by former Mayor Wilson W. Goode. With a focus on collaboration, PAAN addresses drug abuse and violence among youth through community engagement, schools, and agencies.
