Founded in 1980 by Bill Degnan, Operation New Hope (ONH) began as a court-ordered recovery program for incarcerated teens. Concerned about the high recidivism rates among young men, Bill envisioned a facility that would educate and rehabilitate at-risk youth before they faced incarceration. Under the leadership of his son, Russell Degnan, ONH has evolved to provide holistic support to youth aged 15-24 in San Bernardino County, focusing on educational opportunities, leadership development, and career pathways.

Making a Lasting Impact

Since its inception, ONH has successfully served over 600 youth annually, with 83% of participants in its Career Pathway Program entering employment or enrolling in higher education or technical schools after completion.
