Our Story

Since 1970, Operation Fresh Start has empowered over 9,000 emerging adults in Wisconsin to find pathways to family-sustaining careers. Founded by Jack Osteraas, the organization began by providing young male offenders and dropouts with paid opportunities to learn work skills and prepare for high school equivalency examinations. Over the years, OFS has expanded its focus to include women, single parents, and in-school youth, emphasizing education and employment through mentorship-based programs.

Impact

Operation Fresh Start views every young person as an asset to the community. With a 50-year history, OFS has built over 250 affordable homes and enrolled more than 9,000 young people. In 2022, 75% of participants in the Legacy program earned their high school diploma, showcasing the organization's commitment to equipping emerging adults with skills for sustainable employment and higher education.
