Our Story

Open City Advocates was founded in 2005 to combat racial inequities in Washington, DC’s juvenile justice system. By providing youth-centered legal defense and holistic advocacy, OCA supports young people as they reintegrate into their families and communities after incarceration.

Impact

In 2020, OCA achieved a historic ruling in the case of In re N.H.M., ensuring that all youth in DC’s delinquency system have the right to an attorney after sentencing. This groundbreaking decision led to the appointment of a 'post-commitment juvenile attorney' for every child sentenced to DYRS supervision, establishing a first-of-its-kind model nationwide.
