Founded in 1977 by Dr. Jerome Miller and Herbert Hoelter, the National Center on Institutions and Alternatives Inc (NCIA) has dedicated over four decades to empowering individuals and strengthening communities. With a rich history rooted in the justice field, NCIA has become a trusted partner for over 25,000 individuals across Maryland, particularly in Baltimore County, Baltimore City, and Prince George’s County. The organization also extends its services to the Charlotte, NC community, providing vital vocational training and employment services.

Under the leadership of current CEO Carole Argo, NCIA continues to innovate and expand its services, adapting to meet the evolving needs of the communities it serves. The transition of Herb Hoelter to lead the NCIA Foundation marks a new chapter, enhancing resources and impact.

The organization operates 47 community living homes and supports over 400 people with disabilities annually, while also training more than 460 individuals in skilled careers each year.
