Our Story

Juel Fairbanks Recovery Services was founded on the vision of Juel Fairbanks Sr., a member of the Ojibwe tribe, who sought to create a supportive environment for Native American men struggling with sobriety. In 1970, alongside fellow Alcoholics Anonymous member Edward LaFromboise, Juel began to gather community support for a culturally specific treatment program. Although Juel passed away before his dream was realized, Edward continued the mission, leading to the opening of the first halfway house on December 4, 1973.

Over the years, the program has evolved significantly. Initially serving only men, it became co-ed in 1976 and expanded its services to include individuals aged 16 and up. By 1979, an outpatient program was introduced, and in 1991, chemical health assessments were offered in Ramsey County. Today, Juel Fairbanks Recovery Services is recognized for its commitment to serving Native Americans and other underserved populations through comprehensive residential, outpatient, and group housing services.
