Our Story

Established in 1978, Immigration Counseling Service (ICS) is Oregon’s oldest independent nonprofit immigration law firm. With offices in Hood River and Portland, and monthly legal clinics in Central Oregon and the Willamette Valley, ICS was founded to provide essential legal assistance to low-income individuals facing immigration matters. Over the years, ICS has served thousands of individuals from over 90 countries, continuing the legacy of its founder, Margaret Godfrey.
