The Housing Consortium of Everett and Snohomish County (HCESC) was established in 2002, evolving from the Housing Stakeholders group formed in the late 1990s. This collaborative partnership unites nonprofit housing developers, service providers, local businesses, and government entities to address the pressing need for affordable housing in Snohomish County and across Washington State.
