Our Story
Established in 1994 by dedicated community leaders in Greeley, Colorado, High Plains Housing Development Corp. was formed to combat community deterioration in low-income areas. This 501(c)(3) nonprofit organization focuses on developing affordable housing strategies for low-to-moderate income individuals and families. Governed by a volunteer board of directors, High Plains has evolved to become a designated Community Housing Development Organization (CHDO) by the Colorado Department of Local Affairs.
In its early years, High Plains developed three tax credit properties, providing 64 housing units for very low-income seniors and families. The organization restructured in 2018 to enhance its capacity to attract and develop new housing projects, focusing on permanent supportive housing and workforce housing for extremely low-income households and vulnerable, chronically homeless individuals.
