In late 1999, a group called Forward Together was formed by the Forest Foundation to address public concerns regarding transportation, education, housing, environment, parks, and recreation in Pierce County. This led to the establishment of ForeverGreen Trails in 2000, with a mission to create a comprehensive countywide system of parks and trails. By 2004, the organization focused on promoting and overseeing a collaborative trail system that connects communities across jurisdictions.
