Incorporated in 1977 and opening its doors in 1985, the Ellen Noël Art Museum of the Permian Basin is a testament to the dedication of local citizens who envisioned a fine arts museum. Renamed in 1995 to honor Mrs. Ellen W. Noël, the Museum is currently undergoing significant renovations and is temporarily located within the Presidential Archives building, in partnership with the University of Texas Permian Basin.
