Our Story

The East County Transitional Living Center (ECTLC) was founded in 2009 by Harold Brown, who transformed a dilapidated motel into a shelter for the homeless. With personal experience in overcoming homelessness and addiction, Harold's vision was to create a supportive environment that fosters recovery and independence.
