Our Story
The Early Learning Partnership of York County (ELP) was established in 1998 as a United Way initiative known as Success By 6. In a state where South Carolina ranked 48th in overall child well-being, ELP recognized the urgent need to prepare children for academic success. Many children in York County entered school without the necessary skills and support for healthy development.
To address this, ELP launched vital literacy programs such as Born to Read, Reach Out and Read, and the Dolly Parton Imagination Library. In 2002, four Family Resource Centers were created to serve children across the four York County school districts: Clover, Fort Mill, Rock Hill, and York. These centers became a hub for resources, including a Free Medical Clinic for uninsured children, which began operating in 2003.
In 2005, ELP became an independent nonprofit organization, allowing for more focused management of its programs. The organization has continually evolved, with a strategic plan updated in 2019 to enhance community involvement and promote diversity, equity, and inclusion.
Impact
In the 2022-23 period, ELP distributed approximately 31,203 books and served over 27,643 children through its literacy initiatives.
