The Early Learning Coalition of Indian River, Martin, and Okeechobee Counties, Inc. (ELCIRMO) was established in 1999 to enhance early childhood education. With the signing of the Voluntary Pre-Kindergarten (VPK) legislation in 2005, ELCIRMO has been dedicated to providing equal opportunities for all children and families in the region.
