In 1988, Dave Purchase pioneered the distribution of syringes in Tacoma, Washington, establishing the first legally operating Syringe Service Program (SSP) in the U.S. The Dave Purchase Project continues this legacy by operating the Tacoma Needle Exchange and the North American Syringe Exchange Network (NASEN), which supports operational SSPs through loan assistance and harm reduction supplies.
The NASEN Directory, created in 1992, is the oldest and most comprehensive list of SSPs in the U.S., connecting these vital services with communities. This initiative has significantly reduced the transmission of HIV and other blood-borne pathogens by providing sterile injection equipment and harm reduction services.
