Our Story

In 1976, Judge David Soukup recognized the urgent need for informed advocacy in child welfare cases, leading to the creation of the Court Appointed Special Advocate (CASA) program. Established in Harford County in 1994, CASA has been dedicated to training volunteers to represent the best interests of children in the foster care system since 1995.

Over 1,000 children have benefited from the support of a Court Appointed Special Advocate, ensuring their voices are heard in legal proceedings and helping them navigate the complexities of the foster care system.
