Our Story

Founded by Larry Spears in Bismarck, Consensus Council began as the North Dakota Consensus Council, Inc. and evolved to reflect its regional impact across Minnesota, South Dakota, and Manitoba. The organization is dedicated to assisting leaders and citizens in establishing agreements on public policies and community services, fostering conversations that empower individuals and transform communities.
