Our Story

The Center for Environmental Law & Policy was co-founded in 1993 by University of Washington Law School Professor Ralph W. Johnson and public interest lawyer Rachael Paschal Osborn. Their vision was to create a voice for the public interest in water resource management and preservation throughout Washington State. Recognizing that water belongs to everyone, CELP has tirelessly worked to update water laws to protect and restore waterways across the state.

CELP ensures the equitable and sustainable management of Washington's water resources, advocating for clean and abundant waters that support healthy communities and thriving ecosystems.
