Our Story

Founded in 1984 by dedicated community members, CASA of Tulare County was inspired by a vision to advocate for children in the foster care system. With the guidance of local attorney Richard Baily and juvenile court referee George Thurlow, this program has transformed the lives of over 15,000 children by providing trained volunteers who represent their best interests in court.

Impact

Children with a CASA volunteer are more likely to find safe, permanent homes and succeed in school. Studies show they are half as likely to re-enter the foster care system, highlighting the critical role of advocacy.
