Our Story
The Redwood Empire Foster Parent Association (REFPA) was founded in 1963 by a dedicated group of foster parents in Sonoma County. Their mission was clear: to advocate for better services for the children they lovingly fostered. Initially known as the Sonoma County Foster Parents Association, the organization grew to include foster parents from surrounding counties. In 1991, the name was changed to REFPA, reflecting its broader mission to support foster families across the region.
