In 2016, Oklahoma faced a crisis with the highest incarceration rates in the nation, particularly among young men aged 18-25. Recognizing the urgent need for change, Tulsa Chief Public Defender Rob Nigh, Assistant Public Defender David Phillips, and retired Judge William Kellough founded the 1st Step Male Division Program. This initiative aims to break the cycle of the school-to-prison pipeline by providing nonviolent offenders with essential resources such as counseling, therapy, career training, job placement, mentoring, and life skills development.

Since its inception, 1st Step has achieved an impressive 92% success rate, helping graduates lead productive lives free from crime. The program has not only transformed individual lives but has also saved Oklahoma taxpayers $3.3 million from 2017 to 2020 by significantly reducing recidivism rates.
